Pennsylvania State Constable's
Constables are sworn Law Enforcement Officers with mandatory training requirements (ACT-44) and state powers of arrest.
Constables are NOT paid a salary,
but collect a fee when completing a specific function (prisoner transport,warrant execution etc.)
In Pennsylvania a Constable is an elected law enforcement official,
that executes and enforces civil, criminal and traffic warrants for the District Court instead of County Court.
However, there are circumstances that permit a Constable doing work for the County Court. (Court of Common Pleas).
Pennsylvania State Constables, have done work for Domestic Relations Court
(more commonly known as Family Court) such as locating individuals that have stopped paying child support.
Constables can also assisted local police when circumstances warrants.
The fees paid to a Constable are paid by the violator. This arrangement saves the taxpayers money while putting more law enforcement personnel on our streets.3>

*Constables carry court orders from the minor court offices.
*Constables are available to assist the needs of the office of the county
sheriff and local police departments.
*Constables post delinquent tax notices and other service for the County Courts System.
*Constables transport defendants and prisoners to and from the county
prison and the offices of the minor courts.

THE DISTRICT JUSTICE OF PA.
The District Justice civil jurisdiction is $8,000 in civil cases (breaches of contract, accidents, business and professional persons suing for nonpayment of bills and private individuals)
also suing other individuals in landlord and tenant matters, and other related matters.
Criminal cases filed in the District Courts involve everything from a parking violation to murder.
All misdemeanor violations and felony violations,
more commonly called court cases, are filed in the District Courts.
In these cases, the defendants are arraigned,
bail is set; defendants are advised of their rights;
and a preliminary hearing, is scheduled for later day.
At the preliminary hearing, these court cases are either waived to the Court of Common Pleas by the defendant;
or, after the hearing, they will be dismissed or bound over to court if a prima facia case is found.
As officers of the Pennsylvania Unified Judicial System, District Justices may administer oaths and affirmations and take acknowledgements.
District Justices also have the authority to perform marriages. There is no legally presribed form for a wedding ceremony, so religious services and vows,
conformed to the secular context in which they are used,
usually provide the liturgy for such occassions.
Of course, a District Justice is at liberty to decline to marry any two people he or she believes ought not to be married,
either for moral or practical reasons.
